Welcome to the Central City Parking Master Plan Web page. In January 2005, the City initiated this comprehensive study to identify feasible parking policies and programs that support the goals of the City, its citizens and businesses. Here you will find a description of the study effort and information about how to get involved in the study.
BACKGROUND

Downtown Sacramento is the civic, cultural and entertainment center for the four-county metropolitan region. A regional hub for residents and visitors, Sacramento offers shopping, restaurants, the state capitol and tourism, community theaters, museums and art venues, and services.
As the central city continues to include new office, retail and residential projects, the ever-present parking issue continues to weigh heavy on the minds of City staff and policy makers, local and new businesses and area residents. The goal of developing a diverse downtown area with a variety of land uses (e.g. residential, entertainment, and commercial) creates challenges in the area of parking demand and supply.
To proactively address current and future development, the City of Sacramento Department of Transportation initiated a comprehensive on-street and off-street parking study in the downtown area (click here for project area map) in January of 2005. The study will develop a comprehensive parking strategy by assessing current parking availability and future opportunities in metered spaces, on-street parking, garages and surface lots and potential joint use private parking.
Parking is an important component to a vibrant downtown, therefore the results of this study, to be completed in 2006, will shape parking policy and planning for the central city far into the future. (Back to top)

The Central City Parking Master Plan boundaries are generally the Sacramento River to the west, the American River to the north, Alhambra Boulevard to the east, and Broadway to the south (click here for project area map).

Public Meetings
You are invited to attend the City Council meetings at key study milestones and the public open house. The last public open house was held September 15, 2005.

Public Open House
On Thursday, September 15, 2005, the City of Sacramento held a public open house for the Central City Parking Master Plan at the YWCA (1122 17th Street). The open house provided an opportunity for the expression of a number of divergent views regarding the draft policy recommendations through a question and answer session, one-on-one discussions and written comment forms. Approximately 60 community members participated in the workshop.

Community Organization Presentations
The City will attend various regularly scheduled community organization meetings. At each meeting, City staff will present an overview of the study and ask for public input. Stakeholder Group Meetings
The City has invited more than 100 representatives from downtown neighborhood associations, businesses, government agencies, and other groups to represent their constituents’ ideas, suggestions, and concerns for parking within the central city.
Each member of the group is committed to have an on-going dialog with their constituencies and represent their views at the stakeholder meetings. Five meetings are planned throughout the Study. Four were held in February, April, June and August 2005. The final stakeholder group meeting will be held in March 2006. Topics for each meeting included project introduction; possible solutions and policies; parking inventory; initial supply/demand analysis; and presentation of draft policy recommendations for City Council.

Focus Group Meetings
The City held several small group meetings during March and April to obtain input and expertise on specialized technical and policy topics and to gather detailed information. The study team is continuing to revisit those groups.

Central City Parking Masterplan Approved (more information to come via newsletter)
The Central City Parking Master Plan was presented to the City Council for consideration of approval on Tuesday, September 19, 2006. The revised documents presented included the following:
Preceding the revised Central City Parking Master Plan documents were the Draft Final Report and Draft Summary Report
As community and stakeholder involvement has been vital to this study, a comment period was offered. The last day to submit formal comments was Friday, July 7, 2006. Download list of comments (576Kb PDF document).
Significant changes, that resulted from the comment period, include the following: Recommendations 1.2.3, 2.1.5, and 9.1.1 were modified; Objective 4.3 was deleted; Recommendation 4.3.1 was deleted. These changes were reflected in the revised Master Plan documents which were presented to the City Council on September 19, 2006. Additionally, stakeholders requested that parking revenue be used to help reduce parking demand in the central city. As a result, City and project team staff have identified a funding source (funds currently totaling $580,000) to jumpstart this process. The following recommendation was presented to the City Council during the September 19 meeting:
"Staff recommends using $290,000 for support of downtown transit and $290,000 for downtown bicycle and pedestrian projects. It is recommended that interested stakeholders be engaged in the process in an effort to determine specific projects to be funded."
During the September 19 City Council meeting, City staff also recommended interim surface parking lot policy. This policy would apply to stand-alone parking lots located within the central city.

Reports that detail the Central City Parking Master Plan study and findings are finalized and are available for review.
Draft Policy Recommendations
On August 2, 2005, the Sacramento City Council approved a resolution identifying a set of goals and objectives to guide parking policy for the Central City. The next step in the process was to develop Draft Policy Recommendations. Recommendations were based on input received from Stakeholder Group meetings, the Public Open House, Focus Group meetings, the Web page, telephone calls and emails. Emerging from this process was the development of the Draft Final Report and Draft Summary Report which has led to what will be presented during the September 19 City Council Meeting.
